Cape May Condo Owners: No RVs on Beach

Some condominium owners in Wildwood, N.J., near the Boardwalk’s southern end, are not happy campers since the city announced plans to possibly allow access on the wide beaches to recreational vehicles, the Cape May Herald reported.

“To use Cresse Avenue as egress for the RVs to come on and off (the beach) is not going to work,” said Mike McCardy, an Ocean Towers condominium owner. “There is too much traffic, there are too many children, there’s too many people. It’s going to create a public safety hazard.”

McCardy voiced concerns about allowing beach access to recreational vehicles during the June 27 City Commissioners’ meeting.

“We’re not here for campgrounds. It’s going to be an RV park, which is trailers. There is plenty of support within our community that we want to work with the city to find an amicable solution to not have RVs parked in front of us.”

McCardy also stated if an “amicable solution” could not be reached the condominium association would petition the state’s Department of Environmental Protection (DEP) as well as filing an injunction to stop recreational vehicles from accessing the beach at Cresse Avenue.

In many places throughout the city vehicular access to the beach is limited by the width of openings. Cresse Avenue, however, allows trucks and other large vehicles to be taken onto the beach. According to Mayor Ernest Troiano, over 200 tractor-trailers used during the recent Kenny Chesney concert were brought onto the beach via Cresse Avenue.

“We want to work with the city to make everybody happy,” said McCardy. “But make no mistake, there is enough support within our community to hire a study and file an injunction against the city for the allowed use. We don’t want them. We want them on the southern side of the Convention Center.”

McCardy told commissioners the southern end of the city is a residential area. “We are residential. It’s more residential than towards the center where the piers are.”

“All the hotels across Ocean Avenue are not residential,” responded Troiano. “They are commercial.”

The city is looking at the possibility of bringing recreational vehicles on its beaches to help generate revenue.

Decisions by the mayor and the two other comissioners in Wildwood have resulted in a $3,000,000 deficit that must be made up in this year’s budget. Instead of making cuts last year when it was 2.1 million, they chose not to cut.

They now have come up with the idea of putting RVs on the beach to increase revenue and lower the deficit. They know that the residents and renters in Wildwood do not want it, yet they persist. This most recent decision, however, is a danger to our children and our elderly in particular. The children don’t always look where they are going and could easily not see an RV driving on the beach, especially if it is driving quickly. The elderly could be hampered by sight issues and not see the RV until it is too late, and as a result suffer the consequences.

If the mayor and comissioners want to develope a recurring source of revenue and improve the quality of our beach. it is time to consider charging for the beach as all other NJ shore municipalities do (with the exception of Wildwood Crest and North Wildwood). Our current taxes are used to pay for the beach and access to it. If we start charging for the beach, the money currently paid by our taxes for the beach, will be paid out of the revenue from the sale of beach passes. This will lower the amount that must be raised by tax levy and thus LOWER OUR TAXES. That will more than make up for the reduced charges residents will have to pay for their beach tags. Municipalities are allowed to charge residents less. Motels and condos who rent would also be able to buy tags for their clients. Their tax reduction would more than offset their additional cost for beach tags. The city attorney should research and ensure that all legal costs associated with the beach be identified so that our tax levy expenses could be reduced by that amount’

A commitee of residents, home and condo owners, business owners and political leaders should be formed to determine the two tiered fee schedule for the beach tags, as well as what future improvements should be made to our beach. This would result in discussions that would lead to decisions that would consider the needs and desires of all wildwood property owners and renters.

All costs associated with the beach and its improvements would be able to be paid from these fees. That would include all personnel and material charges. Walkways to the beach would be paid for as well as porta potties and could be installed by Memorial Day, not at the end of July or the beginning of August. Leaming and Bennett would also get these amenities back and not have to walk through an RV Park to get to the ocean.

I would hope that beach tags could be discussed at the up coming 2012 Budget Hearing, but in a dialogue form, not in the comment form that has been previously used in Wildwood. By this I mean that the elected officials should be prepared to answer questions about the budget and not simply listen to the comments of the public with no response on their part, even when questioned directly by a member of the public.
