A report by the Washington Examiner looks at W. Ralph Wills III who served time for federal tax fraud and is linked to malfeasance as a supplier of emergency housing to the Federal Emergency Management Agency (FEMA) through three separate companies – two based in Elkhart, Ind. According to the report, Willis snagged nearly half a billion dollars as a result of contracts with FEMA in recent years.
